Countdown! Less Than One Month Until Mandatory CPSC eFiling: Adult Jewelry Sellers Should Not Take Chances

The U.S. Consumer Product Safety Commission (CPSC) eFiling electronic filing requirement is about to become mandatory.However, many adult jewelry manufacturers and cross-border e-commerce sellers still believe that the new requirement does not apply to them.
Starting from July 8, 2026, all regulated general consumer products under CPSC jurisdiction, including adult jewelry, must submit electronic compliance certificate (GCC) data through the ACE system during customs entry.Failure to complete the required filing may result in customs detention and shipment return risks.
Key Changes Under the eFiling Requirement
Previously, importers and cross-border sellers of adult jewelry only needed to provide a paper GCC certificate when requested during customs inspection.Even when a certificate was unavailable during inspection, companies often had time to submit supplementary documents later.As a result, many manufacturers and e-commerce sellers underestimated the importance of GCC registration and compliance preparation.
Starting from July 8, products regulated by CPSC and requiring a GCC certificate, including adult jewelry, must submit compliance data electronically through the ACE system at the same time as customs entry declaration.If the customs system cannot match the corresponding eFiling submission data, shipments may be directly intercepted, detained, or returned.
What Is a GCC Certificate?
According to the U.S. Consumer Product Safety Act (CPSA), manufacturers and importers of certain general consumer products (non-children’s products) regulated by CPSC must issue a GCC (General Certificate of Conformity).The GCC serves as a declaration proving that the product complies with applicable consumer product safety rules.
What Are the Requirements for Adult Jewelry to Obtain a GCC Certificate?
Adult jewelry is issued. GCC Before the certificate, it is necessary to perform ASTM F2999 Standard testing ensures that the product meets the following requirements:
1. Labeling and Warning Requirements:
Products shall include an age label indicating the intended user group or warning information stating that the product is not designed for children. Examples of age labels include, but are not limited to, “Not intended for children under 12 years,” “Not suitable for children under 12,” “Suitable for ages 13 and above,” and “For adult use only,” or other similar statements.
2. Total Lead Content：
The following components of adult jewelry shall be tested for lead content, including metal substrates, plastic components, synthetic resins, glass components, non-precious metal parts, and other internal materials. Lead content requirements include:
● Electroplated metal: ≤ 6.0%
● Unplated metal: ≤ 1.5%
● Plastic/Rubber: ≤ 200 ppm
● Other materials: ≤ 600 ppm
● Surface coatings: ≤ 600 ppm
3. Heavy Metals in Paints and Surface Coatings：
Adult jewelry containing paint or similar surface coating materials shall not contain compounds of antimony, arsenic, barium, cadmium, chromium, mercury, or selenium.
4. Total Cadmium Content:
Accessible metal or plastic/polymer components of adult jewelry shall be tested for total cadmium content to ensure compliance with applicable safety requirements.
5. Nickel Release from Metal Components:
Metal components of adult jewelry shall undergo nickel release testing to evaluate whether the amount of nickel released from the material meets safety requirements.
6. Phthalate Content:
Adult jewelry shall be tested for phthalate content to ensure that applicable restrictions on phthalate substances are met.
7. Liquid-Filled Components:
If adult jewelry contains liquid-filled components, such as liquid-filled jewelry pieces, the product shall undergo liquid screening.The liquid content shall not contain materials requiring special labeling under 16 CFR 1500.14.
8. Mechanical and Physical Requirements:
◎ If adult jewelry contains hazardous magnets, the product shall include an appropriate warning statement.
◎ For adult jewelry containing batteries, the batteries shall not be easily accessible or removable by consumers.
◎ Tongue studs shall include warning statements such as: “Warning: Choking Hazard. Keep Away from Children.”
What Information Is Required for eFiling Submission of Adult Jewelry?
After adult jewelry passes the required testing, an English version of the GCC certificate shall be issued and used for eFiling electronic submission.
The GCC certificate must include the following information:
1.Identification of the finished product
2.Party certifying compliance
3.Each consumer product safety rule to which the finished product has been certified
4.Date and place where the finished product was manufactured
5.When and where the finished product was most recently tested for compliance
6.Contact information for the person maintaining test records
