According to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the US Environmental Protection Agency (EPA) regulates all "pesticides" sold and distributed in the US. Here, "pesticides" include pesticide products, herbicides, rodenticides, antibacterial agents, antimicrobial products, biopesticides, and other substances used to control pests

Before a pesticide product not exempt from EPA registration can be legally sold or distributed, EPA conducts a rigorous and comprehensive scientific assessment of the product to make a decision on the registration application. During product review, EPA evaluates 1) active ingredients; 2) other constituent substances, including inert ingredients; and 3) the proposed use pattern, to ensure that when used according to the label directions, the pesticide will not cause unreasonable effects on human health or the environment.
Classification of EPA-Registered Pesticides
1、Antimicrobial pesticides
Antimicrobial pesticides are substances or mixtures intended to destroy or inhibit the growth of harmful microorganisms, as well as pesticides that protect inanimate objects and surfaces from biological damage caused by bacteria, viruses, fungi, and other organisms

2、Biopesticides
Biopesticides include natural substances that control pests (biochemical pesticides), microorganisms that control pests (microbial pesticides), and pesticidal materials containing genetic material

4、Inert ingredients
In addition to active ingredients, most pesticide products also contain substances known as "inert ingredients" or "other ingredients". Inert ingredients are usually any substances other than the active ingredients in a pesticide product. Examples include emulsifiers, solvents, carriers, aerosol propellants, fragrances, and dyes
Types of EPA Registration for Pesticide Products
1. A "new chemical" or "new active ingredient" refers to a pesticide registration application for a product containing an active ingredient not currently contained in any other registered pesticide product.
2. A new use refers to adding a use for a previously registered active ingredient, where the requested use is not currently included in the directions for use on the labeling of any product containing that active ingredient.
3. A pesticide registration application for an "identical/substantially similar" product refers to a request to register a new pesticide product that:
1)has the same uses and formulation; or
2)has uses and a formulation that are substantially similar to one or more products currently registered and sold in the United States; or
3)differs only in ways that would not significantly increase the risk of unreasonable adverse effects on the environment.
EPA Registration Process for Pesticide Products
1、Company number registration
A unique identifier assigned to a company that wishes to register pesticide products with the US. Environmental Protection Agency (EPA).
2、Establishment number registration
Any establishment that produces pesticide products, active ingredients, or devices must register its establishment.
3、Pesticide registration
Product registration is the most important and most complex step in the entire registration process. EPA needs to conduct a comprehensive evaluation of the product’s ingredients, uses, and other aspects. Therefore, the applicant must submit a series of data to EPA, including residue, toxicology, efficacy, physical and chemical, exposure-related, and environmental fate data, etc., to demonstrate the product's safety.
4、Pesticide registration from states
Before pesticide products enter a state market, state registration must be completed. Federal registration must precede state registration.
