What are bassinets and cradles?
A bassinet or cradle is a small bed primarily designed to provide sleeping space for an infant, supported by independent legs, a fixed frame or stand, a wheeled base, or a rocking base, and may oscillate relative to a stationary base. At rest (non-rocking), the angle between the sleep surface and the horizontal plane is ≤10°.
16 CFR Part 1218 also covers accessories attached to play yards or non‑full‑size cribs; these must comply with both the primary product standard and the bassinet/cradle standard.

What is the purpose of bassinet and cradle standards?
This standard aims to reduce death and injury risks from bassinet/cradle use, including falls, entrapment, or structural/design defects.
What are the requirements for bassinets and cradles?
ASTM F2194‑13 includes specific performance, general performance, and labeling requirements. Key provisions are:
- Spacing of rigid components/fabric‑side openings – prevents jamming between slats or rigid parts.
- Static load – ensures structural support for intended occupants.
- Stability – prevents tipping by siblings or other forces.
- Mattress thickness and dimensions – prevents suffocation/strangulation from gaps between mattress and fabric/mesh sides.
- Side height – prevents falls.
- Flatness of segmented mattresses – prevents suffocation from face‑down positioning in seams.
- Swing/oscillation angle – prevents entrapment due to excessive angle.
- Warnings – alert caregivers to fall and suffocation risks.
Additional ASTM F2194‑13 requirements address: small parts; sharp points/edges; unintentional folding; label durability/adhesion; toy components (ASTM F963); shear/cut/pinch hazards; corner posts; fasteners; cradles used with play yards or non‑full‑size cribs; restraints; openings; protective components; and warning/instructional literature.
Modifications under 16 CFR Part 1218
This rule modifies ASTM F2194‑13 as follows:
1.The angle limit for flatness testing of segmented mattresses is set at 10°.
2.Dual‑use or combination products must meet all applicable standards for each intended mode of use.
3.Stability testing is revised to be stricter and more representative of actual use.
4.A new requirement and test procedure address stability hazards for portable cradle beds designed for use with or without a base.

Additional CPSIA requirements for bassinets and cradles
Bassinets and cradles must also comply with CPSIA requirements on:
1.Surface coating restrictions – paint shall not contain more than 0.009% lead.
2.Lead content limit – total lead in any accessible component shall not exceed 100 ppm.
3.Testing and certification – must be tested by a CPSC‑accredited third‑party lab; based on testing, the domestic manufacturer or importer must issue a Children’s Product Certificate (CPC).
4.Registration card – manufacturers must provide a postage‑paid registration form, maintain registrant records, and affix permanent markings with the manufacturer’s name/contact, model name/number, and manufacture date.
5.Tracking tag – a permanent traceability mark on the product and packaging must include the manufacturer or private‑label brand name, place and date of manufacture, and batch/lot number.
