What is a booster seat?
Under ASTM F2640‑18, a booster seat is a child‑sized seat that attaches to an adult chair to raise a child to standard table height. It is designed for children under five, typically for feeding, and may be height‑adjustable and feature a reclining position.

This standard reduces death and injury risks from falls, pinching, and structural/design issues.

What are the specific requirements?
The standard includes test requirements for structural integrity, tray performance, child restraint systems, and additional performance requirements specific to booster seats. It also covers:
1. Wooden components shall be smooth and free of splinters.
2. The presence of hazardous sharp parts and edges is prohibited;
3. The requirement is that the widget must not exist prior to testing, nor during testing.
4. Design requirements for preventing shearing, cutting, and crushing;
5. Restrictions are imposed on the measurement of any circular openings in rigid materials to prevent fingers from being pinched.
6. The product must maintain full functionality and, during stability testing, must not tip over backward or to the side.
7. Any exposed helical springs shall be covered or designed to prevent pinching injuries.
8. Test requirements for graspable protective components;
9. Requirements for toy accessories;
10. Requirements regarding the content, format, and durability of labels and warnings; as well as
11. Requirements for inclusion in written guidance materials.
Additional CPSIA requirements for booster seats
Booster seats must comply with:
1.Surface coating – paint shall not exceed 90 ppm (0.009%) lead.
2.Lead content – any accessible part shall not exceed 100 ppm.
3.Phthalates – plasticised components shall not contain >0.1% of any of the eight restricted phthalates (DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP).
4.Testing and certification – must be tested by a CPSC‑accredited lab; based on results, the domestic manufacturer (or importer) must issue a Children’s Product Certificate (CPC) specifying each applicable rule.
5.Product and packaging labelling – durable infant/toddler products must bear permanent labels, including traceability labels, on both product and packaging.
6.Product registration card – additional markings and a registration card must be attached to the product.
