What are retractable gates and fences?
ASTM F1004‑21 defines a “retractable gate” as a barrier erected at openings to prevent young children from passing through, removable by older individuals capable of operating the lock (Section 3.1.7). An “expandable fence” is a self‑supporting barrier designed to fully enclose an area or play space (Section 3.1.6). These products are intended for infants/toddlers aged 6–24 months (Section 1.2). The standard covers products referred to as retractable gates, fences, or any other name.
What is the purpose of the standard for retractable gates and fences?
This standard minimises injury or death risks from children’s use of gates/barriers.
CPSC staff reviewed recalls from 2008–2018: over 1.3 million products (1,318,180) were recalled due to 215 incidents and 13 injuries, involving fall, pinch, trip, and laceration hazards.

What are the specific requirements?
Section 1239.2 requires compliance with applicable ASTM F1004‑21 sections. For pressure‑mounted gates not using wall cups to pass the 30‑lb thrust test, a visual side‑pressure indicator is required to confirm correct installation.
General requirements (similar to other juvenile product standards) cover:
● Wooden components

● Sharp edges or points
● Widget
● Opening
●Exposed helical spring
● Cutting, shearing, and extrusion
● Labeling
● Lead in paints, as well as

Performance and labelling requirements

● Completely restricted opening – prevents head entrapment in gaps or between gate and walls.
● Side height – prevents children from leaning over or rolling out.
● Vertical strength – ensures the gate withstands climbing/hanging forces.
● Bottom spacing – prevents head entrapment under the gate.
● Top‑edge configuration – addresses entrapment in V‑shaped openings (accordion gates).
● Latch/lock and hinge mechanisms – ensures proper function and hardware reliability.
● Automatic shut‑off system – verifies full closure as specified.
● Release force – prevents children from pushing the gate open.
● Locking device – prevents children from operating the lock after pinching.
● Toys – toy accessories shall not be attached to gates; if attached to fences, must comply with ASTM F963.
● Slat strength – ensures structural integrity under push/pull forces.
● Label testing – labels must not detach without tools or solvents.
● Wall‑cup warning label – for pressure gates using wall cups, a separate warning on the top rail specifies correct installation.
● Visual side‑pressure indicator – for gates not using wall cups to meet the 30‑lb test.
● Warnings, labels, instructions – specify required markings and documentation; warnings must also appear on retail packaging if not fully visible on the product at purchase.
Additional CPSIA requirements for retractable gates and fences
These products must comply with:
● Surface coating – paint shall not exceed 90 ppm (0.009%) lead.
● Lead content – any accessible part shall not exceed 100 ppm.
● Testing and certification – must be tested by a CPSC‑accredited lab; based on results, the domestic manufacturer (or importer) must issue a Children’s Product Certificate (CPC) specifying each applicable rule.
● Product and packaging labelling – durable infant/toddler products must bear permanent labels (including traceability labels) on both product and packaging.
● Product registration card – additional markings and a registration card must be attached to the product.
