16 CFR Part 1510 Requirements for Rattles

What is a rattle?
A rattle is a handheld infant toy that:
1.Is designed for handheld use,
2.Usually contains small balls or other small objects, and
3.Produces sound when shaken.
Not all sound‑making products are rattles. Items such as dolls, plush toys, crib mobiles, activity centres, plastic keys on chains, games, puzzles, and musical instruments (e.g., tambourines, maracas) are not classified as rattles.
Purpose of the rattle regulation
The regulation aims to prevent choking or suffocation in infants. It requires:
1.The rattle to remain intact after specified tests, and
2.Its design and construction to prevent it from being placed in an infant’s mouth or becoming lodged in the throat.
How to test a rattle for choking hazard
Place the rattle at the opening of the test fixture in the position most likely to pass through. If any part passes completely through the opening without being pushed or pulled, the rattle is non‑conforming.

Rattle Test Fixture
Are there any other requirements for the rattle?
Yes. Rattles must have no sharp points or edges (see 16 CFR §§1500.48 and 1500.49). These requirements do not require third‑party testing.
Additional CPSIA requirements for rattles
Rattles must comply with surface coating limits, lead and phthalate content limits, the mandatory toy standard (ASTM F963), testing and certification, and traceability labelling:
●Surface coating – paint must not contain more than 0.009% lead.
●Lead content – total lead in any accessible component must not exceed 100 ppm (0.01%).
●ASTM F963 – the sound‑producing part and the handle end must not be spherical, hemispherical, or circularly flared, to prevent choking. If such an end passes completely through the supplementary test fixture opening, it may pose a choking hazard.
