US. CPSIA CPC Certification Requirements for Children’s Furniture Products

Consumer Product Safety Improvement Act (CPSIA) is a consumer protection regulation enacted in 1972 and enforced by the CPSC.
Children’s Product Certificate (CPC) is issued based on test data from a CPSC‑accredited third‑party laboratory, confirming that a children's product complies with all applicable product safety rules under the CPSIA.
How Children's Furniture Products Can Meet U.S. CPSIA CPC Certification Requirements
Under CPSIA, children's furniture products must pass the following tests at a CPSC‑accredited lab before a CPC can be issued:
● Lead content test: CPSIA Section 101(a)(2), lead content ≤100 ppm
● Phthalates test: CPSIA 16 CFR Part 1307, each phthalate content ≤1000 ppm
● Small parts test: CPSIA 16 CFR Part 1501
● Flammability test: CPSIA 16 CFR Part 1640
Which Products Require a Children’s Product Certificate (CPC)
All products covered by the CPSIA must provide a CPC. In general, CPSIA applies to toys and children's products sold in the U.S., including if:
1.The product is considered suitable for children 12 or younger.
2.Packaging indicates suitability for children 12 or younger.
3.Point‑of‑sale (e.g., toy store or online children's section) indicates suitability for children 12 or younger.
4.The product is generally recognised as primarily intended for children 12 or younger.
Thus, any product that may be considered a children's product must have a CPC.
Product Categories Requiring a CPC (for children 12 or younger)
● Apparel and other textile products
● Toys and infant/children’s activity products, such as bouncers, swings, walkers, etc.
● Children’s furniture, carpets, and mattresses
● Jewelry, handbags, and accessories
● Transport products, such as strollers, carriers, etc.
● Children’s bathing and feeding products, such as bath seats, bathtubs, tableware, etc.
● Outdoor recreational products
● Art materials
● Fireworks and fire-related products
● Chemicals and cleaning products
● Miscellaneous products, such as hair dryers, metal trash cans, decorative lighting products, etc.
Why Is a Children’s Furniture Product Certificate (CPC) Required?
A CPC is mandatory for all children's furniture products imported into or sold in the U.S. Without a CPC, the following may occur:
● The product may be detained by US. Customs
● Freight forwarders may refuse to ship your products
● CPSC may issue a mandatory recall
● Amazon may refuse to list your products
