16 CFR 1632 / 16 CFR 1633: US. Mattress Flammability Testing for Cigarette and Open-Flame Exposure

Under the U.S. Flammable Fabrics Act (FFA), the U.S. Consumer Product Safety Commission (CPSC) has promulgated two regulations governing flame‑retardant performance of mattresses: 16 CFR Part 1632, the Standard for Testing Cigarette Ignition Propensity of Mattresses and Bedding Cushions (FF 4‑72, as amended), and 16 CFR Part 1633, the Requirements and Test Procedures for Flame‑Retardant Performance of Mattresses and Mattress Supports.
Scope of Application
16 CFR 1632
(1) Mattress:
Some elastic materials or mixtures are encased in a cover for use during sleep, including but not limited to: adult mattresses, children’s mattresses, infant mattresses, bunk bed mattresses, low‑profile mattresses, waterbeds with padding, inflatable beds, futons, and foldable sofa cushions.
However, this does not include: sleeping bags, pillows, bed frames, waterbeds without padding, inflatable mattresses, sofas without removable cushions, lounge chairs, car seat cushions, crib bumpers, baby carriers, changing table mats, stroller pads, crib bumper pads, and playmat cushions.
(2) Mattress pad:
A thin, flat pad with a cover enclosing an elastic material or composite, designed to be placed on the surface of a mattress; this includes, but is not limited to, absorbent mattress pads, pressure‑relieving pads, and serrated foam pads fully encased in a cover—though those not fully enclosed are excluded.

(1) Mattress:

(2) Mattress set:
The product label indicates if the mattress is sold with or without a matching bed frame.
Test Method
16 CFR 1632
After conditioning at constant temperature and humidity, at least 18 cigarettes are placed on the test surface: nine exposed to ambient air and nine covered with a standard cloth after placement.
Placement: for each distinct product structure—flat surfaces, edge banding, and grooves—three cigarettes are placed.
Test requirements:
The charred mark length on the sample caused by the cigarette does not exceed 2 inches.
If tested individually per 16 CFR 1632, six samples are required. If the product passes the 16 CFR 1633 test, two samples are required.
16 CFR 1633
After conditioning at constant temperature and humidity, as shown in the test photographs, the sample is exposed to a pair of T‑shaped burners: the top burner delivers flame for 70 seconds, and the side burner for 50 seconds. The test duration is 30 minutes.
Test requirements:
The peak heat release rate within 30 minutes shall not exceed 200 kW;
total heat release during the first 10 minutes shall not exceed 15 MJ.
