What is a baby bouncer?
An infant bouncer is a freestanding product designed to support the occupant in a reclined position, enabling bouncing with caregiver assistance or other means (ASTM F2167‑19, Section 1.2). It is intended for infants who have not yet developed the ability to sit independently (approximately 0 to 6 months). Covered products include various designs, such as seats with reclined positions, adjustable backrests, and some with toy bars within the child's reach.
What is the purpose of the infant bouncer standard?
This standard minimises injury or death risks from falls from height, disassembly/collapse, stability issues, and suffocation.

What are the requirements for infant bouncers?
Performance requirements cover:
1.Restraint system – secures the child's waist and hips.
2.Stability – prevents tip‑over.
3.Slip resistance – limits unacceptable slipping.
4.Structural integrity – prevents material damage, seam tearing, or other unsafe conditions.
5.Disassembly/collapse – prevents collapse during use.
6.Drop testing – ensures no hazardous conditions arise.
7.Toy rod attachment integrity – prevents hazards.
8.Batteries/electrical – each battery compartment must be properly labelled, contain leakage, remain within temperature limits, and incorporate charging protection circuitry.
General requirements also address:
(1) Requirements prohibiting hazardous sharp points and edges;
(2) Restrictions on widgets;
(3) Wooden components must be smooth and free of splinters;
(4) Requirements for the latch/locking mechanism to ensure that, during testing, the bouncy chair remains in the position recommended by the manufacturer;
(5) Design requirements for preventing shearing, cutting, and pinching injuries;
(6) Restrictions on opening dimensions;
(7) Covering requirements for exposed helical springs;
(8) Requirements for protective components to safeguard against sharp edges, points, or pinch points that can be grasped by fingers and toes;
(9) Requirements for the label’s durability and adhesion;
(10) Requirements for fall‑hazard warning labels, which must be affixed to the front of the infant seat, near the infant’s head and shoulders, and indicate that a restraint device must be used even if the infant falls asleep in the rocker;
(11) Any toy accessory shall comply with the applicable requirements.
Additional CPSIA requirements for infant bouncers
Infant bouncers must comply with:
1.Surface coating – paint shall not exceed 90 ppm (0.009%) lead.
2.Lead content – any accessible part shall not exceed 100 ppm.
3.Testing and certification – must be tested by a CPSC‑accredited third‑party lab; based on testing, the domestic manufacturer or importer must issue a Children’s Product 4.Certificate (CPC) specifying each applicable rule.
5.Product and packaging labeling – permanent traceability labels on both product and packaging.
6.Product registration card – must be attached to the product.
