What is a frame‑style baby carrier?
A frame‑style child carrier consists of fabric panels sewn onto a tubular metal or other frame, designed to hold a child upright on the caregiver's back. It is intended for children who can sit upright independently and weigh between 16 and 50 lbs. Worn over both shoulders, it allows the child to face forward or backward, and is commonly used for hiking and outdoor activities.

This standard reduces death and injury risks from structural integrity failures (strap stitching, fabric detachment from the frame, loose/broken screws, frame instability), excessively large leg openings, and inadequate restraint systems.

What are the requirements for frame‑style child carriers?
ASTM F2549 and 16 CFR 1230 include performance, general, and labeling requirements. Key provisions cover:
Prohibition of small parts, sharp points, and sharp edges;
Splinter‑free wooden components;
Shear, cut, and pinch prevention;
Exposed helical springs;
Locking/folding mechanisms to prevent accidental collapse (including when the free‑standing footrest is engaged);
Permanent warning labels;
Leg‑opening requirements to prevent smaller occupants from slipping out;
Dynamic strength testing (frames, fasteners, and seams/stitches);
Static load testing (three times the maximum recommended weight);
Stability testing (for carriers allowing children to stand freely);
Restraint system integrity;
Handle structural integrity (tested to three times the maximum recommended weight); and
Flammability requirements and other applicable standards.
Additional CPSIA requirements for frame‑style child carriers
Frame‑style child carriers must comply with:
1.Surface coating – paint shall not exceed 0.009% lead.
2.Lead content – any accessible part shall not exceed 100 ppm.
3.Phthalates – plasticised components shall not contain more than 0.1% of any of the eight restricted phthalates (DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP).
4.Testing and certification – must be tested by a CPSC‑accredited third‑party lab; based on testing, the domestic manufacturer or importer must issue a Children’s Product Certificate (CPC).
5.Labeling and registration – durable infant/toddler products must bear permanent traceability labels on product and packaging, plus additional markings and a product registration card attached to the product.
