What are children’s folding chairs and stools?
Children’s folding chairs and stools are defined as chairs or stools for children that fold for transport or storage. A children’s chair is a rigid‑framed seat for sitting or reclining; a stool is a chair without a backrest or armrests. Covered products have a seat height of ≤15 inches, may have a rocking base, and allow independent entry/exit. Seats with restraint systems or potty chairs are excluded.

Note: ASTM F2613 covers both folding and non‑folding chairs/stools, but the mandatory standard 16 CFR 1232 applies only to folding products.
What are the requirements for children’s folding chairs and stools?
ASTM F2613 includes structural integrity, performance, and labeling requirements. Key provisions cover:
This standard includes test requirements, general performance requirements, and labeling requirements for the structural integrity and performance of folding chairs and stools intended for use by children. The standard also covers:
(1) Wooden components must be smooth and free of splinters.
(2) The use of hazardous sharp points and edges is prohibited;
(3) Small parts restriction;
(4) Flammable solids meet the requirements of 16 CFR §1500.3(c)(6)(vi);
(5) Design requirements for preventing cutting, shearing, and pinching;
(6) Folding mechanisms and hinges shall be designed to eliminate the risk of crushing, tearing, or pinching.
(7) Requirements for locking mechanisms to prevent unintended or sudden movement or collapse of the product;
(8) Limitation of the gap along the hinge line between the fixed and movable parts of a folding chair or stool;
(9) Measurement and dimensional limits for any circular openings in rigid materials, to prevent fingers from being trapped;
(10) The product must maintain full functionality during stability testing and must not tip backward or to the side.
(11) Requirements for the durability of labels and warning statements;
(12) Any toy accessory shall comply with the applicable toy safety requirements.
Additional CPSIA requirements for children’s folding chairs and stools
These products must comply with:
1.Surface coating – paint shall not exceed 0.009% lead.
2.Lead content – any accessible part shall not exceed 100 ppm.
3.Phthalates – plasticised components shall not contain more than 0.1% of any of the eight specified phthalates (DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP).
4.Testing and certification – must be tested by a CPSC‑accredited third‑party lab; based on testing, the domestic manufacturer or importer must issue a Children’s Product Certificate (CPC).
5.Labeling and registration – durable infant/toddler products must bear permanent traceability labels on product and packaging, plus additional markings and a product registration card attached to the product.
