    16 CFR Part 1225 Portable Infant Cradles

    Category:

    CPC

    What is a portable infant cradle?

    A portable infant cradle is a standalone, rigid or semi‑rigid device that fully supports the infant's torso and is carried by its handles. It differs from portable infant car seats (which also serve as vehicle restraint systems) in that cradles hold infants in a fully reclined position for sleep.

    What is the purpose of the portable infant carrier standard?

    This standard reduces death and injury risks from handle failure, improper restraint use, tip‑over, and falls from height when used outside motor vehicles.

    What are the requirements for portable infant carriers?

    16 CFR 1225 and ASTM F2050 specify performance, general, and labeling requirements. Key provisions include:

    Handle automatic locking – applies to rigid adjustable handles; must lock automatically in the carrying position.

    Handle integrity – prevents breakage or unlocking during normal/foreseeable use.

    Restraint system – required to secure children; prohibits using cradles for restraint.

    Slip resistance – prevents carriers from sliding or falling from height.

    Warnings – alert caregivers to suffocation, fall, and strangulation risks.

    The ASTM F2050 standard also includes the following general requirements:

    Requirements for latches and locking mechanisms;

    Requirements prohibiting small parts, sharp points, and sharp edges;

    Requirements for wooden components to prevent splintering;

    Requirements to prevent cutting, shearing, and pinching;

    Retention testing of accessible holes and openings;

    Torque/tension testing of graspable components;

    The warning label shall be permanent; and

    Toy accessories meet the standard requirements of ASTM F963 for toy safety.

    Additional CPSIA requirements for portable infant carriers

    Portable infant carriers must comply with:

    1.Surface coating – paint shall not exceed 0.009% lead.

    2.Lead content – any accessible part shall not exceed 100 ppm.

    3.Phthalates – plasticised components shall not contain more than 0.1% of any of the eight restricted phthalates (DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP).

    4.Testing and certification – must be tested by a CPSC‑accredited third‑party lab; based on testing, the domestic manufacturer or importer must issue a Children’s Product Certificate (CPC).

    5.Labeling and registration – durable infant/toddler products must bear permanent traceability labels on product and packaging, plus additional markings and a product registration card attached to the product.

    Portable infant carriers offer versatility but pose safety risks if untested. Rigorous compliance is essential. SATIFY provides comprehensive testing and evaluation services under 16 CFR Part 1225.
