16 CFR 1632 / 16 CFR 1633: US. Mattress Flammability Testing for Cigarette and Open-Flame Exposure

Under the U.S. Flammable Fabrics Act (FFA), the Consumer Product Safety Commission (CPSC) has issued two mattress flammability regulations: 16 CFR Part 1632 (cigarette ignition standard, FF 4‑72, as amended) and 16 CFR Part 1633 (open‑flame standard for mattresses and foundations).
Scope of Application
16 CFR 1632
(1) Mattress:
A cover encasing elastic materials or mixtures for sleeping use. Includes adult, children’s, infant, bunk bed, low‑profile, padded waterbeds, inflatable beds, futons, foldable sofa cushions, and similar. Excludes sleeping bags, pillows, bed frames, unpadded waterbeds, air mattresses, sofas without removable cushions, lounge chairs, car seats, crib bumpers, baby carriers, changing table mats, stroller pads, crib bumper pads, and playmat cushions.
(2) Mattress pad:
A thin, flat cover enclosing elastic material or composite, placed on a mattress surface. Includes absorbent pads, pressure‑relieving pads, and fully encased foam pads (partially enclosed ones are excluded).

(1) Mattress:
Same definition as in 16 CFR 1632 (includes adult, children’s, infant, bunk bed, low‑profile, padded waterbeds, inflatable beds, futons, foldable sofa cushions; excludes sleeping bags, pillows, bed frames, unpadded waterbeds, air mattresses, sofas without removable cushions, lounge chairs, car seats, crib bumpers, baby carriers, changing table mats, stroller pads, crib bumper pads, and playmat cushions).
(2) Mattress set:
The product label indicates whether sold with or without a matching foundation.
Test Method
16 CFR 1632
After conditioning at constant temperature and humidity, place at least 18 cigarettes on the test surface: nine exposed to air, nine covered with standard cloth. For each distinct product feature (flat surfaces, edge banding, grooves), place three cigarettes.
Requirement: Char length from any cigarette shall not exceed 2 inches.
Sample count: Six samples for standalone 1632 testing; if the product already passes 1633, only two samples are required.
16 CFR 1633
After conditioning, expose the specimen to two T‑shaped burners (top burner: 70 s flame; side burner: 50 s flame). Total test duration: 30 minutes.
Requirements:
Peak heat release rate ≤ 200 kW within 30 minutes;
Total heat release ≤ 15 MJ during the first 10 minutes.
