    TSSA Canadian Registration for Cushioning Fillers


    TSSA stands for Technical Standards and Safety Authority, which is the Technical Standards and Safety Authority of Ontario, Canada. It is responsible for safety certification services in areas such as pressure vessels, amusement devices, stuffed articles registration, fuels, and other related fields.

    Under the Technical Standards and Safety Act, the “Upholstered and Stuffed Articles Program” aims to protect the public from potential hazards associated with the use of upholstered and stuffed articles sold in the Ontario market.

    TSSA ensures that domestic and international manufacturers, renovators, and home hobbyists only use new and clean stuffing materials in their products and accurately indicate the composition of the filling materials on labels for public reference.

    At the same time, TSSA conducts random inspections of manufacturers, renovators, home hobbyists, importers/distributors, retailers, and suppliers of upholstered and stuffed articles. These inspections involve sampling and testing materials contained in product components and finished products to ensure compliance with current upholstered and stuffed articles regulations. If products are found to fail to meet safety requirements, TSSA may initiate legal proceedings against the relevant individuals and/or companies in accordance with the Ontario Provincial Offences Act.

    In addition, Quebec and Manitoba have similar registration requirements. Therefore, if products are exported to Canada without a confirmed sales province, SATISFY recommends registering separately in the above three provinces to ensure smooth sales and distribution throughout Canada.

    Labeling Requirements

    The label must be securely attached to the product.

    The label must be placed in a visible location so that consumers can easily read the composition information of the product.

    The label must be made of durable white fabric or synthetic materials, such as high-density polyethylene synthetic paper or polyester film. Paper labels are not permitted.

    The label must be printed with black ink. Please refer to the list of specialized printers for printing such labels.

    Filling materials must be declared using commonly accepted names. A list of commonly used material declarations and a filling material appendix must be provided.

    If multiple filling materials are used, the label must first list the filling materials in descending order according to their content percentage.
