    In recent years, as major consumer markets such as Europe and the United States have introduced increasingly stringent product safety requirements, cross-border e-commerce platforms have taken on greater compliance responsibilities. As the world’s largest e-commerce platform, Amazon has evolved from a “sales channel” into a “compliance gatekeeper”, proactively implementing systematic oversight of products sold on its platform in accordance with mandatory regulations in the United States, the European Union, the United Kingdom, and other jurisdictions.

     

     
     

    This type of regulation is not a set of platform-imposed rules, but rather the practical implementation of applicable national laws. For example:

    (1) In the United States, requirements are based on regulations such as the Consumer Product Safety Improvement Act (CPSIA), the Federal Food, Drug, and Cosmetic Act (FD&C Act), and FCC regulations.

     

    (2) In the European Union, requirements are based on regulations and standards such as the General Product Safety Regulation (GPSR), REACH, and EN standards.

    Once a product is found to be non-compliant with the regulations of the target market, Amazon may take immediate action, including removing listings, freezing inventory, suspending account access, and cooperating with regulatory authorities on product recalls.

    Amazon applies particularly strict compliance requirements to high-risk product categories, including children’s products, toys, electronic and electrical products, food contact materials, home textiles, mattresses, and infant and child care products.

    (1) Baby and children’s products

    Baby carriers, strollers, baby walkers, high chairs, child safety seats, sippy cups, children’s tableware, children’s toothbrushes, pacifiers, and baby bathtubs.

    (2) Toy

    Plush toys, plastic puzzles, building blocks, remote-control cars, electronic toys, bubble machines, magnetic tiles, fidget spinners, DIY craft kits, and audio-visual toys.

    (3) Mattresses and upholstered furniture

    Sofas, upholstered seats, mattresses, and sofa cushions.

    (4) Electronics and electrical appliances

    Bluetooth headphones, power banks, LED string lights, and USB fans.

    (5) Food contact materials (FCM)

    Silicone baking molds, plastic food storage containers, coffee capsules, stainless steel straws, glass lunch boxes, and silicone ice cube trays.

    (6) Home textiles

    Are Amazon’s Compliance Audits Becoming More Stringent?

    Amazon determines whether a product requires compliance verification based on factors such as product attributes, category characteristics, keywords, consumer feedback, and regulatory requirements. These reviews may be triggered during product listing or throughout the sales process, and the requirements are becoming increasingly stringent.

    (1) Regulatory oversight from organizations such as the U.S. CPSC and the EU RAPEX system continues to increase.

    (2) Platforms may face joint liability in the event of major product safety incidents.

    (3) Consumer awareness and concerns regarding product safety continue to grow.
