RoHS Instruction
RoHS is an abbreviation for Restriction of Hazardous Substances. RoHS was originally introduced as an EU directive (2002/95/EC) and entered into force in 2003. It requires the restriction of hazardous substances, including heavy metals such as lead, mercury, cadmium, and hexavalent chromium, as well as flame retardants such as polybrominated biphenyls (PBB) and polybrominated diphenyl ethers (PBDE), which must be replaced with safer alternatives.
The RoHS directive aims to prevent risks to human health and the environment associated with the management and disposal of waste electrical and electronic equipment.
RoHS 2
In 2011, the new RoHS Directive (2011/65/EU) came into effect. This revised directive is known as RoHS 2. RoHS 2 expanded the scope of requirements to cover all electrical and electronic equipment (EEE), as well as cables and spare parts. It also ensures consistency with other EU legislation, including CE marking, declaration of conformity, and REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals).
As a CE marking directive, RoHS 2 requires manufacturers to prepare the necessary technical documentation before placing products on the European market, demonstrating the internal production control procedures established to ensure that electrical and electronic equipment (EEE) does not contain restricted substances.
RoHS 3
The RoHS 2 Directive (2011/65/EU) was amended through 2015/863/EU, known as RoHS 3, and became effective on July 22, 2019. This amendment added four additional restricted substances. In addition, Directive 2017/2102/EU, released on November 15, 2017, further amended Directive 2011/65/EU and clarified the scope of products covered.

◉ Category 6: Electrical and Electronic Tools (Drills, saws, trimmers, blowers)
◉ Category 7: Toys, Leisure and Sports Equipment (Video games, treadmills, fitness trackers)
◉ Category 8: Medical Devices and Equipment (In vitro diagnostic medical devices)
◉ Category 9: Monitoring and Control Equipment (Thermostats, smoke detectors, fire alarms)
◉ Category 10: Automatic Dispensers (Vending machines, ATMs)
◉ Category 11: Other Electrical and Electronic Equipment Not Covered by the Above Categories (Electric two-wheeled vehicles, e-cigarettes, cables below 250V)
RoHS Controlled Substances
RoHS specifies the maximum concentration values (MCV) for 10 restricted substances, including heavy metals, flame retardants, and plasticizers, as follows:

◉ Cadmium (Cd): 0.01%
◉ Hexavalent Chromium (Cr(VI)): 0.1%
◉ Polybrominated Biphenyls (PBB): 0.1%
◉ Polybrominated Diphenyl Ethers (PBDE): 0.1%
◉ Bis(2-ethylhexyl) Phthalate (DEHP): 0.1%
◉ Butyl Benzyl Phthalate (BBP): 0.1%
◉ Dibutyl Phthalate (DBP): 0.1%
◉ Diisobutyl Phthalate (DIBP): 0.1%
RoHS Test Method
According to ASTM F2617, the original RoHS compliance testing method is performed using X-ray fluorescence spectroscopy (XRF). XRF analyzers are available in standalone, benchtop, and handheld versions. Typically, handheld XRF analyzers are used for preliminary screening, focusing on product components that have a higher risk of containing restricted substances.
Other RoHS testing methods include Fourier Transform Infrared Spectroscopy (FTIR) and, in some cases, scanning electron microscopy (SEM) testing.
The introduction of EU RoHS has created a global impact, leading many countries and regions worldwide to establish similar hazardous substance control requirements for electrical and electronic products. RoHS compliance has therefore become one of the fundamental market access requirements for electrical and electronic products.
