What is General Certificate of Conformity (GCC)?
Manufacturers and importers of certain general-use products (i.e., non-children's products) that are subject to consumer product safety rules must certify in a written General Certificate of Conformity (GCC), based on testing or a reasonable testing program, that their products comply with applicable rules.
What is Children’s Product Certifiate (CPC)?
Children’s Product Certificate (CPC) is a document required by The Consumer Product Safety Improvement Act, referred to as CPSIA, which certifies that a children’s product complies with all applicable product safety rules.
This certification depends on whether your product has passed laboratory testing, and the laboratory testing must be conducted by a third-party testing laboratory. The laboratory must be accredited by the Consumer Product Safety Commission, referred to as CPSC.
Which Products Require a Children’s Product Certificate (CPC)?
All products covered by the Consumer Product Safety Improvement Act (CPSIA) are mandatorily required to provide a CPC. Broadly speaking, CPSIA applies to all toys and children’s products sold in the United States, including the following situations:
1.If the product is considered in the market to be suitable for use by children aged 12 or younger;
2.If the product packaging indicates that the product is suitable for use by children aged 12 or younger;
3.If the product display, such as being sold in a toy store or an online store selling children’s products, indicates that the product is suitable for use by children aged 12 or younger;
4.If the product is generally recognized as being primarily intended for use by children aged 12 or younger.
Therefore, CPSIA covers any product that may be considered a children’s product — which means that a Children’s Product Certificate (CPC) must be obtained.
Product Categories Applicable to Children’s Product Certificate (CPC)
According to the Consumer Product Safety Improvement Act (CPSIA), the following products, intended for use by children aged 12 or younger, require a Children’s Product Certificate (CPC).
• Apparel and other textile products
• Toys and infant/children’s activity products, such as bouncers, swings, walkers, etc.
• Furniture, carpets, and mattresses
• Jewelry, handbags, and accessories
• Transport products, such as strollers, carriers, etc.
• Children’s bathing and feeding products, such as bath seats, bathtubs, tableware, etc.
• Outdoor recreational products
• Art materials
• Fireworks and fire-related products
• Chemicals and cleaning products
• Miscellaneous products, such as hair dryers, metal trash cans, decorative lighting products, etc.

Why Is a Children’s Product Certificate (CPC) Required?
CPC is mandatory for all children’s products imported into the United States and sold within the United States. without a CPC, the following situations may occur:
• The product may be detained by US. Customs;
• Freight forwarders may refuse to ship your products;
• CPSC may issue a mandatory recall;
• Amazon may refuse to list your products.
Does Amazon Require a Children’s Product Certificate (CPC)?
Important Notice: According to the latest news from US. customs brokers, starting from 03/22/2021, the US. CPSC began reforms and started to electronically review entries. Products within its jurisdiction will be flagged for review. If there are relevant products, please prepare relevant documents in advance, such as CPC test reports, certificates, etc., for inspection by customs at the destination port.
The notice indicates that goods entering the United States by air, truck, or ocean shipment will be flagged for review. If CPC-related products are involved, it is recommended to prepare relevant documents in advance, such as CPC certificates, test reports, etc.
Amazon requires a CPC when children’s products are listed and sold in the United States. without a CPC, Amazon may refuse new product listings or suspend sales of existing products.
In addition, Amazon also has strict requirements for certain CPC details. For example, Amazon requires that the ASTM and CPC standards listed on the CPC must be consistent with the ASTM and CPC standards mentioned in the test report.
