SOR/2016-183 & CAN/CGSB-4.2 No 27.7 Standard Introduction
To reduce property damage, unreasonable burn risks, and fatalities caused by mattress-related fires, Canada developed SOR/2016-183 Mattresses Regulations.This regulation requires mattresses intended for consumer use to comply with the requirements of CAN/CGSB-4.2 No.27.7 (Textile Test Methods - Resistance to Combustion of Mattresses - Cigarette Test), in order to protect Canadian consumers from product-related hazards and promote the safe use of mattresses according to their intended applications.
SOR/2016-183 & CAN/CGSB-4.2 No 27.7 Scope of Application
This regulation applies to mattresses sold, imported, or advertised in Canada for sleeping purposes, including mattresses containing resilient materials and products enclosed within covers.
Note: The following products are excluded:
Air mattresses, sleeping bags, bumper pads, sofa sleeping surfaces, infant product padding, infant mattresses, and certain specially designated mats.
SOR/2016-183 & CAN/CGSB-4.2 No 27.7 Test Method
(a) The flammability tester shall be equipped with a ventilation system that provides protection during testing and adequate ventilation after testing. The test shall be conducted at a relative humidity of 35% to 50% and a temperature of 21°C ± 3°C.
(b) Remove the front panel of the flammability tester and place the test specimen on the platform.
(c) Verify the hardness tester according to the manufacturer’s instructions.
(d) Place the hardness tester on the horizontal surface of the mattress, avoiding seam lines, and position it as close as possible to the center of the specimen.
(e) Rotate the jack handle clockwise until the specified durometer reading reaches 75.
(f) If this reading cannot be achieved, place a layer of polyurethane foam directly beneath the specimen assembly and consider it part of the test assembly.
(g) For certain specimens, two layers of polyurethane foam may be required to achieve the required hardness.
(h) If the hardness reading exceeds 75, conduct the test without applying tensile force to the specimen. If two foam layers are insufficient to achieve a hardness reading of 75, retain the foam layers in the specimen assembly and continue testing.
(i) Place an unlit cigarette at the center of the mattress assembly surface. For quilted, tufted, or deeply patterned surfaces, place the cigarette on the seam line. The cigarette shall be positioned as close as possible to the seam line, which shall be located as close as possible to the center of the mattress assembly.
(j) Draw a line around the cigarette, ensuring that the distance from any point on the line to the nearest point of the cigarette is 50 mm.
(k) After ensuring calm air conditions (air velocity less than 0.3 m/s), remove the cigarette.
(l) For each cigarette conditioned to the required temperature, mark a point 80 mm from one end. Ignite the cigarette. When the flame reaches the mark, place the cigarette on the test specimen as close as possible to the marked point.
(m) Terminate the test when the char mark exceeds 50 mm, or when the cigarette location is exceeded by charring or melting in any horizontal direction by more than 50 mm (i.e., beyond the marked line), or 10 minutes after the cigarette is extinguished, even if the cigarette has not been completely consumed.
(n) Determine whether charring or melting on the specimen surface extends beyond a straight line located 50 mm from the original cigarette position. If the surface charring or melting does not extend beyond the 50 mm line, inspect all layers of the specimen for any continued charring or melting.
(o) Ventilate the test area.
SOR/2016-183 & CAN/CGSB-4.2 No.27.7 Basis for Determination
(a) The surface charring or melting extends more than 50 mm in any horizontal direction from the nearest point of the original cigarette position;
or
(b) After the cigarette is extinguished for 10 minutes, the mattress assembly continues to burn.
