    ASTM F833-21 Standard Consumer Safety performance Specification for Carriages and Strollers

     

    ASTM F833-21 Introduction

    ASTM F833-21 applies to strollers and child‑carriage products—wheel‑based transport devices designed for children to ride in and propelled by adults. It specifies safety performance requirements, test methods, and labeling requirements to reduce the risk of injury to children during use.

     

     
     

    ASTM F833-21 Stability Test Method

    Occupant stability: Before testing, place the product on a 12° incline according to the manufacturer’s instructions, ensuring all wheels contact the surface. Set the adjustable backrest to the most upright position; for swivel seats, test all available positions. Position the CAMI dummy according to the backrest angle: when the angle ≤ 150°, secure the restraint system; when > 150°, use the reclined position with the head supported by the backrest and the handle adjusted to stroller mode. During testing, limiters may be placed near the wheels but must not interfere with the product’s natural tipping behavior.

    Forward stability: Adjust the equipment to the manufacturer’s recommended operating condition, with all wheels on a level surface, footrests at their lowest position, and wheels in the most unstable configuration. Apply a vertical force of 40 pounds using a disc at the point on the front edge of the seat most likely to cause tipping, and maintain for 10 seconds. If the disc slips off at any point, that position passes the test.

     

     
     

    ASTM F833-21 Impact Test Method

    Installation: Install the car seat correctly into the device per the manufacturer’s instructions, then secure the CAMI dummy in the seat. For multi‑seat assemblies, install a seat and place a dummy at each designated seating position.

    Counterweight loading: Attach a 5‑pound weight at the center of the device’s main handle. For split handles, apply 2.5 pounds to each handle. Ensure all counterweights are securely fastened and do not swing.

    Initial positioning: Arrange the device according to the diagram, adjust the casters to the forward‑moving position, and engage any locking mechanism if equipped.

    Impact test: Release the device to slide freely down the slope until it impacts a rigid steel stop positioned no lower than the front wheel axle. Repeat the test 3 times.

    Test control: Keep the apparatus stable during testing; if the counterweight shifts, reset it before resuming.

    Load‑bearing test: Adjust the seat to the upright position and apply a load to the restraint system of 40 pounds or the manufacturer’s specified maximum load (whichever is greater). For unconstrained systems, fix a counterweight at the vehicle’s center of gravity. For multi‑seat configurations, apply counterweights at each designated location. Repeat this test 5 times. If the counterweight shifts, reset it promptly.

     

    ASTM F833-21 Product Marking and Labeling Requirements

    ◎ Basic labeling information: The product and its retail packaging must permanently and clearly display the name and contact information (address or phone number) of the manufacturer, distributor, or seller, and include a traceable production date.
    ◎ Permanent marking: All product markings must be permanent and shall not be replaced by decorative labels.
    ◎ Warning label requirements: All products must bear conspicuous safety warnings in a sans‑serif typeface, using contrasting colors and durable materials. The required warnings shall be tailored to the product’s design and include, but not be limited to:

    Never leave children unattended.

    Always secure the child with the seat belt.

    Prevent suffocation from slipping.

    Warning: The wheel may detach, causing the unit to tip over.

    Lock the front wheel before running or walking away.

    Warning: Ingesting foam poses a choking hazard.

    The packaging must indicate the maximum child weight for which the product is suitable.
