16 CFR 1220 Consumer Product Safety Standard for Non-Full-Size Cribs

In November 2022, ASTM International approved and published a revised version of the standard consumer safety specification for non-full-size cribs/play yards, ASTM F406-22.
The Consumer Product Safety Commission (CPSC) has accepted the most recent voluntary standard, ASTM F406-22, as the new mandatory standard for non-full-size (NFS) cribs, allowing the revision to be incorporated by reference into the consumer product safety standard for non-full-size cribs under 16 CFR Part 1220. The revised 16 CFR Part 1220 standard will take effect on June 3, 2023, unless the Commission receives significant adverse comments by April 5.
The revised ASTM F406 includes two substantive changes to the voluntary standard aimed at improving the safety of non-full-size cribs:
● One modification addresses strangulation hazards by clarifying the requirements and testing for cords and straps, which were previously applicable only to accessories, and now apply as general requirements to all components of products within the scope.
● Another modification expands the scope of the voluntary standard to cover all non-full-size cribs intended for play, sleep, or both. This prevents manufacturers from attempting to exempt their products from the standard by claiming they are intended for play only.

ASTM F406-22 Standard Description
ASTM F406-22 Standard Consumer Safety Specification for Non-Full-Size Baby Cribs/Play Yards
ASTM F406-22 specifies structural integrity test requirements and performance requirements for non-full-size cribs/play yards, including rigid sides and mesh/fabric components. It also specifies requirements for labeling and instructional materials.
ASTM F406-22 Scope of Application
ASTM F406-22 covers framed enclosures with floors, intended to provide sleeping or play accommodation, or both, for children who are not able to climb out and who are under 35 inches (890 mm) in height. It also includes bassinets, changing tables, or similar accessories for non-full-size cribs/play yards. These accessories shall also comply with the applicable requirements of the relevant ASTM standards for those accessories. For example, a changing table attached to a play yard shall also comply with the applicable requirements of ASTM F2388. This specification does not cover inflatable products.
16 CFR 1220 Standard Update
In December 2010, the U.S. Consumer Product Safety Commission (CPSC), pursuant to Section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA), issued the consumer product safety standard for non-full-size cribs (NFS cribs) under 16 CFR 1220. The standard was based on the ASTM voluntary standard for non-full-size cribs then in effect, ASTM F406, with modifications to make the standard more stringent in order to further reduce the risk of injury associated with non-full-size cribs, and to exclude certain portions of the voluntary standard that were not applicable to non-full-size cribs.
ASTM F406 has since been updated to ASTM F406-22. The CPSC will update 16 CFR 1220 accordingly. As noted above, the revised 16 CFR 1220 standard will take effect on June 3, 2023.
