SOR/2016-179 Expansion Gates and Expandable Enclosures Regulations
SOR/2016-179 Introduction
SOR/2016-179 is a regulation issued by the Government of Canada aimed at ensuring that expansion gates and enclosures intended for children aged 6 to 24 months meet strict design and safety requirements, in order to reduce the risk of accidents during use. This regulation applies to all related products sold, leased, or used in Canada. The design and safety performance of these products must comply with the specified standards to ensure they provide adequate protection for children during use and to avoid any potential safety hazards.
SOR/2016-179 Specification Requirements
To ensure the safety and compliance of expansion gates and expandable enclosures during use, the regulation sets forth the following requirements for different materials and structural components:
Labels, Films, and Surface Coating Materials: Labels, films, or other similar removable materials, or surface coating materials, if applied to accessible parts of the expansion gate or expandable enclosure, shall not, when tested in accordance with the specified method, contain any of the following:
◎ Total lead content exceeding 90 mg/kg;
◎Compounds of antimony, arsenic, cadmium, selenium, or barium (unless the amount of the compound extracted from the material does not exceed 1000 mg/kg);
◎ Total mercury content exceeding 10 mg/kg.
Wood, Plastic, or Similar Rigid Materials: All components made of wood, plastic, or similar rigid materials in expansion gates or expandable enclosures must be free of cracks and other defects, and shall be smoothly finished to eliminate rough or sharp edges.
Flammability: All components made of textile fibers in expansion gates or expandable enclosures, if the surface is non-fleece or fleeced and the underlying fibers ignite or melt during testing, must have a flame spread time greater than 7 seconds.
Metal: All metal components in expansion gates or expandable enclosures must be free of burrs, protrusions, and sharp edges, corners, or points.
Metal Tubing: Metal tubing shall be smoothly finished to eliminate rough or sharp edges, corners, or points, or be fitted with protective caps that remain in place when subjected to a force of 90 N in any direction.
Bolts: If the threaded ends of bolts on expansion gates or expandable enclosures are accessible to children or users, they must be covered by crown nuts or devices providing equivalent protection.
Small Parts: Any component of an expansion gate or expandable enclosure that is small enough to be fully contained within the small parts cylinder must be securely attached to the gate or enclosure and shall not detach when subjected to a force of 90 N in any direction.
SOR/2016-179 Vertical Strength
For each gate, apply a static force of 200 N vertically downward to the top point of the gate (or to the center of the top rail for gates with a centered top rail) 5 times. Each application of force shall be transmitted through a 2 × 2 × 1 inch wood block, held for at least 10 seconds, with an interval of approximately 5 seconds between each application. For enclosures, apply the same loading procedure, but the force shall be applied to the top intersecting joints. If different joint types are present, priority shall be given to those joints that are more likely to cause non-compliance.
Test Requirements: During testing, the minimum height of the highest point of the gate or enclosure shall not be less than 560 mm, and the vertical distance from the ground to the lowest point shall not be less than 600 mm. The top rail, slats, and frame components of the gate shall withstand a static vertical force of 200 N without fracture, detachment, folding, or permanent deflection.
SOR/2016-179 Partially-Bounded Openings at the Upper-most Edge
1. Insert the test template: Vertically insert the test template into the opening, keeping its centerline vertical. The plane of the template shall be parallel to the opening boundary until the template contacts the boundary and stops moving downward. Then check whether both sides of the template centerline simultaneously contact multiple surfaces or corners.
2. Additional test (if the opening is asymmetrical): Keep the template in contact with the opening boundary and swing it left and right within the template plane until one of the following conditions is met:
◎ The opening boundary contacts a surface or corner other than surface "A" or corner "AB" of the template;
◎ The surface reaches a vertical state.
3. Visual inspection again: Confirm whether multiple surfaces or corners on both sides of the template are in simultaneous contact; if so, non-compliance is indicated.
4. Compliance test for restricted openings: If the product contains restricted openings and the structure changes when installed to a size smaller than the maximum, re-test in the minimum size condition, and may also test at any size between the minimum and maximum as appropriate.
5. Testing for products with non-rigid top-edge components: Apply a vertical force of 134 N to the test template and conduct a visual inspection.
