Health Canada approved the Corded Window Coverings Regulations (CWCR), SOR/2019-97, which came into force on May 1, 2021, and began enforcement on May 1, 2022. The regulation repealed the existing Corded Window Coverings Products Regulations (CWCPR), SOR/2016-172.
In Canada, numerous reports have identified strangulation and near-strangulation incidents caused by long cords on blinds and curtains. Children aged 1–3 years are at the highest risk. These incidents may occur when children:
Put their heads through cord loops;
Wrap long cords around their necks;
Pull inner cords from behind blinds or curtains and insert the ends through the loops.
A single cord from a blind or curtain can pose a serious risk. A 22 cm cord loop around a child’s neck or a 44 cm cord wrapped around a child’s neck can result in strangulation.
Loss of consciousness may occur within 15 seconds.
Brain damage may occur within 4 minutes.
Death may occur within 6 minutes.
Strangulation incidents can happen quickly and silently. Even with a caregiver nearby, such accidents may still occur.
Effective from May 1, 2021, corded window coverings must comply with the physical, chemical, and labeling requirements specified in the Corded Window Coverings Regulations (CWCR), SOR/2019-97.

Physical Requirements
◉ Small Parts: Each component of a corded window covering that is accessible to children and can fit into a small parts cylinder shall not detach when subjected to a 90 N force applied in any direction.
◉ Inaccessible Cords: Whether the cord-operated window covering is fully open, fully closed, or in any intermediate position, inaccessible cords shall remain inaccessible throughout the product’s service life.
◉ Accessible Cord with One Free End: When a force of 35 N is gradually applied in any direction, the accessible length of the cord at one free end shall not exceed 22 cm.
◉ Accessible Cord Between Two Consecutive Contact Points: When a force of 35 N is gradually applied in any direction, the accessible length of a cord section without a free end between two consecutive contact points shall not exceed 22 cm.
◉ Loop Formed by an Accessible Cord: When a force of 35 N is gradually applied to pull the cord in any direction, the circumference of any existing, formed, or enlarged loop shall not exceed 44 cm.
◉ Two Accessible Cords: If two accessible cords, each with one free end, can be connected end-to-end, the resulting cord length after applying a 35 N force in any direction shall not exceed 22 cm, and the circumference of the resulting loop shall not exceed 44 cm.
Chemical Requirements
The lead content of each external component of corded window coverings shall not exceed 90 mg/kg.
Label requirements
The regulation requires corded window coverings to include general information, assembly, installation, and operating instructions, as well as warning statements. This information must be provided in both English and French, be clear and legible, and be permanently printed on the product or attached through a durable label. Specific requirements and warnings are specified in the regulation.
