TB 116 Requirements, Test Procedure and Apparatus for Testing the Flame Retardance of Upholstered Furniture
TB 116 Standard Introduction
When a fire occurs, upholstered furniture can become a significant source of ignition. Once ignited, it can be difficult to extinguish and may contribute to rapid fire development. Therefore, flammability testing of upholstered furniture is an important aspect of fire safety in the United States.16 CFR 1640 allows finished upholstered furniture products to be evaluated according to TB 116, Requirements, Test Procedure and Apparatus for Testing the Flame Retardance of Upholstered Furniture.TB 116 specifies a test method for evaluating the resistance of upholstered furniture to ignition by cigarettes under controlled air circulation conditions, helping assess the ignition resistance performance of upholstered furniture.
TB 116 Scope of Application
TB 116 applies to upholstered household furniture.
TB 116 Test Method
First, condition the sample at 65–80°F and a relative humidity below 55%. Then, conduct testing at the following locations: smooth surfaces, quilted areas, recessed sections such as button trims, areas with soft padding, pile-covered surfaces, crevices, and the upper surfaces of armrests and backrests.
Smooth Surface Test: Place three lit cigarettes on the smooth surface of the furniture, ensuring they burn completely without extending into quilted or stitched areas.
Edge Testing: Place three lit cigarettes in recessed edge areas of the furniture. If no recess exists, secure them with straight pins, ensuring the pins support the cigarettes at different points while keeping the pin tips below the cigarette surface.
Quilting Test: Place three lit cigarettes directly on the threads in the quilted area. If necessary, adjust their position to maximize the burn length along the quilting thread.
Knot Testing: Place three lit cigarettes in the knotted area, ensuring they burn within the indentation and completely burn out above the knot.
Gap Test: Place three lit cigarettes in the gap between the seat cushion and the panel.
Armrest and Backrest Test: Place three lit cigarettes on the armrests and the top surface of the backrest for testing.
◎ Note: During testing, all cigarettes mentioned above shall be covered with a layer of standard covering material.
The test shall be terminated when any of the following conditions occur:
(a) Three cigarettes have completely burned.
(b) Three cigarettes are extinguished before being fully consumed.
(c) Visible flaming combustion occurs.
(d) The extended char length measured outward from the cigarette exceeds 2 inches.
TB 116 Basis for Determination
◎ No visible flaming combustion shall occur.
◎ The extended char length measured from the cigarette shall be less than 2 inches.
◎ Under normal storage and use conditions, the flame-resistant treatment shall maintain its effectiveness.
